ENVIRONMENTAL PLANNING FOR SUPPORT TO URBAN AND REGIONAL PLANNING BRAZILIAN

Abstract

ABSTRACT The environmental planning can be a tool of unquestionable relevance to the entrepreneurial management of municipalities and prefectures, as the process of globalization emphasizes the "competition" among cities, requiring different skills and ways of managing the municipality. These challenges occur for various reasons; one example is the need to provide differentiated quality of life for residents. The objective is to analyze the relationships and integrations of environmental planning to support urban and regional Brazilian planning. For this, it was selected instruments of municipal and regional planning, which are: Municipal Strategic Planning, Municipal Planning Director, Municipal Multiannual Programme, and Environmental Planning (emphasized by Agenda 21). The research methodology emphasized a survey and these are the stages: theoretical and conceptual survey; mapping of the municipalities to be surveyed; analysis of practical experiences; review of questionnaires and interviews scripts; and documentation of results. Contacts were established with 288 municipalities, of which only 20 responded satisfactorily to the used questionnaire. The research shows that the main lack of municipalities planning is the planning environment (represented by Agenda 21), because 65% of municipalities surveyed do not have the Agenda 21 drafted, 55% of cities surveyed do not use indicators to aid systems in municipal management; and only 05 municipalities surveyed have integration between the plans and municipal planning. It can be concluded that the municipalities surveyed are lacking on the municipal planning, especially regarding environmental planning to aid in municipal management, which reflects the lack of perception and awareness of environmental issues, and contributes to the making decisions by managers and their teams might not be effectives.
