There is little need for an extended statemenl. Historical and present-day  evidence clearly and unequivocalJy indicate that lhere can be no development  without the setting down Df a modem, efficieot well-managed complexity of transport and communications - minimally, the ways the means of movement - the paths on the surface, in the air and on wires. We cannat wait for lhe repercussional chain. That, will come. We need to build up the infrastructure and ali lhings will then fali in place. This paper is only in a sense partial. We have not dealt with air traveI, nor informatian, nor news papers, nor satellites or television and radio as these cao be subjects of separate papers.
