Multidimensional analysis of tourism service concessions
a case study of the núcleo Santa Vírginia in the Serra do Mar State Park (PESM), SP, Brazil

The reform initiated in the 1990s redefined the role of the Brazilian State in governance and in the allocation of resources for socio-environmental policies. This process stimulated the transfer of public service provision to other entities, as in the case of service concessions in Protected Areas. This study aimed to analyze the potential impacts of tourism concessions authorized by State Law No. 16,260/2016 in the Serra do Mar State Park - Nucleus Santa Virgínia (PESM-NSV) and its surrounding areas, considering environmental, economic, social, and institutional dimensions. It should be noted that, to date, the bidding process for concessions in PESM-NSV has not been opened, however, the Nucleus remains included in the legislation’s annexes. Semi-structured interviews and content analysis revealed that most of the subjects interviewed partially agreed that concessions could generate positive impact on the environmental and economic dimensions. However, positions diverged regarding the social and institutional dimensions, mainly due to the influence of the recent political situation in the State of São Paulo on the Forestry Foundation, the public administration responsible for managing the protected area. The study also highlighted the importance of involving local initiatives in the process of implementing and enforcing service concessions as a strategy for promoting territorial development.
