DISTRIBUIÇÃO DA TERRA AGRÍCOLA E A QUESTÃO DA REFORMA AGRÁRIA NO BRASIL

Resumo

This paper presents the problem of the distribution and access to the property and exploration of agncultural land in Brazil. The area, effectively registered for agricultural purposes, was expanded in 172 millions hectars between 1940 and 1980. However the distribution of land tended to concentration among the middle and, especialy, large crops. Varios factors influenced the tendency to the concentration of land, one of these have been outstanded the interference of the government developmente policy, found in the model of accelerated growth. Firstly, the Government promoted the modernization of the agriculture which was accelerated between the 60's and 70's with distinct privilege to concentration capital and, consequently, concentration of land. Afterwards, the Government accelerated the occupatioo of the agricultural "frontiers" in the Amazonic lands and Midwest, with support to the large agricultural projects. The model of rural developrnent does not include the strategy destined to solve the access condition to the planting land by the small croppers. The solution suggested by various setors was the agrarian reform, one of the most controversial and delicate aspects of the present brazilian reality.
