Due to the increasing need of preservation, recovery and appropriate use of water resources, the knowledge of various ways to study the water and its interaction with other elements of the environment is fundamental. An important approach being used by various sciences related to environmental studies is to consider the basin as a unit in the analysis. One of the major environmental issues observed in the Metropolitan Region of Campinas is the impact of the land use in the dynamics of surface water and is a very relevant topic in the study of basins. Monte Mor, town of that region, is adequate for such studies, because both the rural and urban land use can be analyzed, with the rural space giving way to the urban areas. Therefore, by identifying the current trends resulting from those dynamic, future scenarios can be established for the town environmental situation. However, the municipal instruments to administer the matter, the Master Plan and the Law of Use, Occupation and Parceling of Land, whose function would be to promote the harmonization between economic growth, urban expansion and environmental planning, need revisions and amendments since they are in disagreement with the preservation necessity of local water resources.
