Evaluation of public policies for Environmental Education of the Cearense Solid Waste Consortia, through the use of indicators

Abstract

Environmental Education is a strong management tool capable of helping to change society's thoughts and attitudes towards environmental issues and the public policies that guide the implementation of this instrument. The Environmental Education Plans, in turn, whether municipal or regional, act as public policies and should be tools to guide policies or broader plans, in particular, the National Policy on Environmental Education. Taking into account the existence of solid waste management consortia in the state of Ceará, the municipalities that have been consortia for three years or more, in order to comply with the requirement of the Municipal Environmental Quality Index-IQM, had to send their Environmental Education Plans, with an emphasis on solid waste, to the state Secretary of the Environment. In order to evaluate these public policies on Environmental Education, in 2021 a formal request was made to SEMA to send these plans, through the consortium. The methodology used for the evaluation was content analysis through the use of indicators prepared by the Executive Secretariat of the National Articulation of Public Policies on Environmental Education - ANPPEA of 2019. The results showed that the public policies analyzed are characterized more as plans of work focused on the environmental scope, specifically with an emphasis on solid waste, since they are all structured with goals for activities, not meeting many of the issues inherent in the detailed technical and referential basis of public policies on Environmental Education.

Isadora Macedo Martins, Universidade Federal do Ceará-UFC

Master's student in Development and Environment from the Federal University of Ceará - UFC and Environmental and Sanitary Engineer from the Federal Institute of Education, Science and Technology of Ceará - IFCE Campus Maracanaú. From 2017 to 2019, he was a research fellow at the Institutional Program for Initiation in Technological Development and Innovation. He has experience in the preparation of technical reports aimed at studies and research on public basic sanitation services. Areas of interest include Environmental Sanitation, Environment and Solid Waste.

Camila Esmeraldo Bezerra, Universidade Federal do Ceará-UFC

He holds a Bachelor's degree in Environmental Engineering from the Federal Institute of Ceará, Juazeiro do Norte campus- IFCE (2018). Specialist in Environmental Education, by the Regional University of Cariri-URCA (2020). Specialist in Teaching Methodology in Higher Education, by the International University Center - UNINTER (2021). Master's student in Development and Environment at the Federal University of Ceará-UFC, being the Research Line Organization of Space and Sustainable Development. Member of the Landscape Geoecology and Environmental Planning Laboratory. He worked in the area of ​​Water Resources, focusing on Physical-Chemical and Microbiological Analysis of Water Supply, Monitoring of Industrial Waters, Environmental Education, Entrepreneurial Actions with Communities and Solid Waste Management. He worked in the Sustainable Development sector at Indústria Grendene S.A.

Edson Vicente da Silva, Universidade Federal do Ceará-UFC

Graduation in Geography - Bachelor and Licentiate. from the State University of Ceará (1981), master's degree in Rural Planning for the Environment from the Mediterranean Agronomic Institute of Zaragoza (1987), PhD in Geography from the São Paulo State University Rio Claro São Paulo (1993), post-doctorate in Environmental Education from the Faculty of Education at the Federal University of Bahia (2006) and post-doctorate in Planning and Landscape Geoecology from the Faculty of Geography, University of Havana-Cuba (2007). He is currently a full professor at the Federal University of Ceará (1997), teaching practice at the Federal University of Bahia and professor of the Doctorates and Masters in Geography and Development and Environment (PRODEMA), at the Federal University of Ceará. He has experience in Landscape Geoecology, working mainly on the following topics: environmental analysis, environmental education, coastline, geoenvironmental analysis, water resources and sustainable development.

Vládia Pinto Vidal de Oliveira, Universidade Federal do Ceará-UFC

Full Professor at the Department of Geography at the Federal University of Ceará (UFC) and researcher at CNPq in the area of ​​Physical Geography. PhD in Agronomic Engineering in the Agriculture and Environment Program in Arid Zones of the University of Almería-Spain (UAL), validated for Physical Geography (UFC). Geologist (UNIFOR); Master's in Agronomy (Soils and Plant Nutrition); Postgraduate Courses in Coastal Management (Labomar/UFC) and International Courses with UN scholarship (CRICYT/Argentina and UNEP/Russia in the subject of Desertification; Professor of Undergraduate and Postgraduate Courses (Master's and Doctorate) in Geography (Concept 6-CAPES) and Development and Environment Program - PRODEMA (Master's - UFC and Doctorate in NETWORK - CAPES Concept 5) Coordinated International sub-projects: Landscape Ecology (WAVES/CNPq/BMBF Program); ALFA Program Projects , representing the UFC in Ecology of Arid Zones-ECOZONAR and Hydroponics in the semi-arid region; Pro-Africa International Cooperation Project (Cape Verde) Integrated in INNOVATE Project, Brazil-Germany, 2012-2016 (BMBF-Germany and MCT-Brazil). the Master's Program in Development and Environment - PRODEMA-UFC (2004-2008 and 2015) She was the 1st General Coordinator of the Doctorate in Development and Environment in Network (UFC/UFPI/UFRN/UFPB/UFPE/UFS/UESC (2009) -2013); He currently coordinates the same Doctorate ( UFC). He leads with experience in the areas: geosciences and agronomics, with emphasis on integrated studies (geoecology, geoenvironmental zoning; economic and ecological zoning); soils in the dynamics of semi-arid landscapes; analysis of remote sensing products, degradation/desertification indicators and environmental planning.
