Metacognition refers to an individual's thoughts and knowledge about their own cognitive processes, as well as the subsequent ability to adjust them to enhance their learning and problem-solving processes consciously. Metacognitive strategies are one of the components of metacognition, defined as practices used to monitor progress when accomplishing a task. Psychology lacks adequate psychometric instruments with good psychometric properties to evaluate these strategies. In view of the gap in this area, this research aims to develop a new psychometric instrument for investigating the use of metacognitive strategies and verifying their psychometric properties. To achieve this goal, we developed items based on the existing literature on the construct, obtaining evidence of content validity through expert analysis and semantic analysis with the target audience. Aiken's V index was used for the content validity analysis, with index values between 0.75 and 1.00 obtained for the 48 items of the instrument. The instrument obtained an average of 8.99 for its wording regarding semantic quality, indicating that the items are easily understood by its target audience. Such evidence of content validity of the instrument suggests that it completed the initial phase of its construction with excellence.
