Democratic school management in municipal plans of education in the southwest of Paraná

With the National Education Plan from 2014 to 2024 (Law 13,005 of 2014), Brazilian municipalities were required to prepare their Municipal Education Plans (PMEs). In this research we studied the PME of twelve municipalities in the Southwest of Paraná. It is one of the poorest regions in the state, mostly made up of small municipalities with an economy that revolves around family farming by small and medium-sized farmers. The objectives involved understand the concept of democratic management and the managers' commitment to implementing it. The research sources were texts from PMEs available on digital media. In the study of the corpus, we used the Discursive Textual Analysis (ATD) methodology, which comprises three procedures: fragmentation, categorization and elaboration of the hypertext. We found that the understanding of democratic management of schools under municipal jurisdiction boils down to the creation of municipal education councils. Furthermore, there is little concern with participatory management in schools and consequently effective measures for them to be established.
